SUBJECT: District Election

The term of three District Directors expires at the end of November, 2003. During the Declaration of Candidacy period, five people filed for the three elective offices. The candidates are:

Donald W. Elholm

Larry W. Johns

Larry J. Ritchie

Jorge Tijerina

Rafaela Tijerina

Since the number of candidates exceeds the number of elective offices available, an election will be held November 4, 2003. Staff from the Kern County’s Elections office provided the District with the names of two certified printers for preparing a ballot. One of the companies indicated they were too busy with the California recall and the other company is sending us an information packet.

District staff is reviewing the current list of District landowners. We will need to prepare ballots, a voter list, and a roster specifying the number of votes each qualified voter is entitled to cast. In our District votes are based on assessed value, and for District purposes all the land in the District is assessed at $100 per acre.

We will also need to designate a polling place and appoint election officers. After we receive the information packet from the certified printer, we will prepare an estimate of costs associated with the election.
